Anthropogenic Emissions<\/span><\/h2>\n

They are GHG emissions caused by human activities, such as the use of fossil fuels and the conversion of land for forestry and agriculture.<\/p>\n

Article 6 of the Paris Agreement<\/span><\/h2>\n

Commonly known as ITMO (International Trading Mitigation Outcome), this article provides for a GHG emissions trading system (of the Cap & Trade type) between countries that emit too much GHG and countries that emit less. Concretely, GHG reductions achieved by a State signatory to the Paris Agreement could be bought by another. Discussions have been underway since 2015 on how this could be done.<\/p>\n

Canadian Federal Government Carbon Pricing<\/span><\/h2>\n

The federal carbon pricing system is designed to recognize that pollution has a price, to empower Canadians, and promote clean and sustainable growth. Under the federal approach to carbon pricing, all direct proceeds from carbon pricing are returned to the province or territory of origin.<\/p>\n

The majority of the direct proceeds from the federal fuel levy in Alberta, Manitoba, Ontario and Saskatchewan are returned to individuals and families in the form of Climate Action Incentive payments. Individuals can claim this payment on their 2019 income tax and benefit return. In Nunavut, Yukon and Prince Edward Island, direct proceeds are remitted directly to the provincial or territorial government.<\/p>\n

Capital Flight of Carbon Credits<\/span><\/h2>\n

This is the purchase of carbon credits (CrC) produced by carbon projects located outside Quebec by Quebec buyers subject to the SPEDE-regulated market, thus creating a capital flight.<\/p>\n

Indeed, in the regulated market, Quebec’s supply is largely insufficient compared to Quebec’s demand. For the 2018-2020 period, Quebec companies purchased 97% of their offset credits on the Californian market and only 3% in Quebec!<\/p>\n

Carbon Social Cost (CSC)<\/span><\/h2>\n

The social cost of carbon<\/strong><\/span><\/a> is a commonly used indicator for measuring the expected economic damage of CO2 emissions.<\/p>\n

Climate change can have an economic impact in a variety of ways, some of which are gradual, such as the cost of cooling buildings, while others are more dramatic, such as the damage to buildings caused by an extreme weather event. Some costs are not market costs (public health, damage to the environment), while others are, such as the additional costs on agricultural crop harvests (e.g. coffee, fruit, cereals, etc.).<\/p>\n

The social cost of carbon translates the future damage of emitting one tonne of CO2 into a current monetary value. This cost takes into account several parameters, including climate risks and future generations. It also helps decision-makers determine climate policy. As a result, the social cost of carbon must increase to effectively account for the harms reflected, especially as physical and economic systems will come under new stresses over time as the effects of climate change multiply.<\/p>\n

Climate Action<\/span><\/h2>\n

It revolves around the mantra “measure<\/strong><\/span><\/a>, reduce<\/strong><\/span><\/a> and contribute<\/strong><\/span><\/a>“. First, measure GHG emissions annually. Second, introduce behavioural measures or technologies to reduce them, and finally, contribute to global efforts by offsetting incompressible GHG emissions by becoming carbon neutral.<\/p>\n

Climate Projections<\/span><\/h2>\n

In December 2020, researchers managed to reduce some of the uncertainties surrounding the future of the climate. They assume that the dangerous threshold of global warming, the +1.5\u00b0C mark, will be crossed between 2027 and 2042. And not by 2052, according to the latest IPCC assessment. Shaun Lovejoy, one of the authors, hopes that their new model will lead to “less room for manoeuvre” and, no doubt, more action<\/strong>.<\/p>\n

CO2e<\/span><\/h2>\n

A common unit of measurement under which different greenhouse gases are grouped. The CO2 equivalent (CO2e) is, for a greenhouse gas, the concentration of CO2 that would have the same capacity to retain solar radiation.<\/p>\n

The aim is to create a financial incentive to reduce emissions, by enabling the most efficient companies to sell their surplus rights to those with higher reduction costs. However, this system is open to criticism as to the efficiency and fairness of the distribution of rights. For a sustainable approach, it is essential to combine pollution rights with rigorous emission reduction policies and investment in green technologies.<\/p>\n

The Verified Carbon Standard<\/strong><\/span><\/a> is an international standard for the certification of carbon credits, used by Will Solutions to guarantee the integrity and credibility of its customers’ projects.<\/p>\n

The Verified Carbon Standard (VCS) program, administered by VERRA, is the most widely used voluntary GHG program in the world. This program enables certified projects to transform their GHG emission reductions and removals into tradable carbon credits.<\/p>\n

As of December 29, 2020, 1,676 projects have been certified, including the first Sustainable Community solution deployed in Quebec by WILL.<\/p>\n

A Verified Carbon Unit (VCU)<\/strong> <\/span><\/a>represents one tonne of carbon dioxide (or equivalent) whose emission has been avoided or removed from the atmosphere thanks to a carbon project certified by an international standard, such as the Verified Carbon Standard (VCS).<\/p>\n

Each VCU is issued after rigorous verification of the project by an accredited validation and verification body, guaranteeing that the GHG reductions are real, measurable and additional. VCUs are then registered in a public registry to ensure transparency and traceability, offering companies and individuals an opportunity to offset their residual emissions credibly.<\/p>\n

Voluntary demand for carbon offsets is driven by companies and individuals who take responsibility for offsetting their emissions, known as purely voluntary buyers, as well as by entities that purchase offsets before emissions reductions are required by regulation.<\/p>\n

Quebec joined the World Climate Initiative (WCI) in April 2008<\/span><\/a><\/strong>. Cr\u00e9dits de carbone<\/span><\/h2>

Un cr\u00e9dit de carbone (compensatoire sous le march\u00e9 r\u00e9glement\u00e9, ou volontaire pour le march\u00e9 volontaire) repr\u00e9sente une quantit\u00e9 d\u2019\u00e9mission de GES, exprim\u00e9e en tonne de CO2 \u00e9quivalent (t CO2e), non \u00e9mise ou soustraite de l\u2019atmosph\u00e8re. Cette quantit\u00e9 d\u2019\u00e9mission de GES a \u00e9t\u00e9 r\u00e9duite de fa\u00e7on permanente et irr\u00e9versible \u00e0 la suite d\u2019un projet mis en place volontairement par une personne, un organisme ou une entreprise au-del\u00e0 des pratiques courantes. Un cr\u00e9dit de carbone peut \u00eatre achet\u00e9 et utilis\u00e9 pour compenser les \u00e9missions de GES d\u2019une autre personne, d\u2019un organisme ou encore d\u2019une entreprise.<\/span><\/p>

Double comptabilit\u00e9<\/span><\/h2>

Lorsque deux entit\u00e9s diff\u00e9rentes rendent compte des m\u00eames \u00e9missions dans leurs inventaires respectifs, on \u00a0peut penser qu\u2019un tel traitement comptable des \u00e9missions de GES pourrait entra\u00eener une double \u00a0comptabilisation. Toutefois, l'\u00e9ventualit\u00e9 d'un double comptage d\u00e9pend de la rigueur de la d\u00e9claration des \u00a0\u00e9missions directes et indirectes. Selon l'usage que l'on se propose de faire de l\u2019information d\u00e9clar\u00e9e, il est \u00a0possible qu'un double comptage soit ou non important.<\/span><\/p>

Droits d'\u00e9mission (allowance)<\/span><\/h2>

Un droit d\u2019\u00e9mission est un terme g\u00e9n\u00e9rique repr\u00e9sentant soit une unit\u00e9 d\u2019\u00e9mission, soit un cr\u00e9dit compensatoire ou un cr\u00e9dit pour r\u00e9duction h\u00e2tive (CRH) et qui est d\u00e9fini par r\u00e9glementation dans un march\u00e9 r\u00e9glement\u00e9 par un \u00c9tat. Au Qu\u00e9bec, c\u2019est le syst\u00e8me de plafonnement et d\u2019\u00e9change de droits d\u2019\u00e9mission de gaz \u00e0 effet de serre (SPEDES).\u00a0L\u2019unit\u00e9 d\u2019\u00e9mission repr\u00e9sente l\u2019autorisation d\u2019\u00e9mettre une tonne de GES. Le nombre d\u2019unit\u00e9s d\u2019\u00e9mission de GES est limit\u00e9.\u00a0La somme totale pour l\u2019ensemble des \u00e9metteurs vis\u00e9s par le syst\u00e8me de plafonnement et d\u2019\u00e9change de droits d\u2019\u00e9mission de GES \u00e9quivaut aux plafonds annuels d\u2019unit\u00e9s d\u2019\u00e9missions de GES publi\u00e9s par le gouvernement.<\/span><\/p>

Grands \u00e9metteurs finaux (GEF)<\/span><\/h2>

Sites\/installations produisant annuellement 25 000 tonnes et plus de gaz \u00e0 effet de serre. Au Qu\u00e9bec, selon la r\u00e9glementation de d\u00e9cembre 2011, il y aurait environ 75 \u00e9tablissements de cette nature. Au Canada, les grands \u00e9metteurs finaux sont principalement concentr\u00e9s dans les secteurs miniers et manufacturiers \u00e0 forte consommation d'\u00e9nergie, ainsi que les secteurs du gaz et du p\u00e9trole et les centrales thermiques.<\/span><\/p>

Intelligence de march\u00e9<\/span><\/h2>

Offre d'expertise et de connaissances des m\u00e9canismes m\u00e9thodologiques, \u00e9conomiques et financier en place dans les diff\u00e9rents march\u00e9s du carbone, r\u00e9glement\u00e9s et volontaires r\u00e9pondant au besoin des d\u00e9cideurs et mettant en lumi\u00e8re la dynamique du march\u00e9 du carbone.\u00a0<\/span><\/p>

March\u00e9 r\u00e9glement\u00e9\u00a0<\/span><\/h2>

\u00c9tabilssements qui \u00e9mettent annuellement une quantit\u00e9 de GES sup\u00e9rieure \u00e0 la quantit\u00e9 d\u00e9finie par juridiction, habituellement 25 000 tm CO2e, tombent sous un march\u00e9 r\u00e9glement\u00e9. C'est notamment le cas du Qu\u00e9bec o\u00f9 ils doivent respecter une r\u00e9glementation pr\u00e9cise de divulgation (reporting) et de conformit\u00e9. Ces informations peuvent \u00eatre (1) un changement comportemental ou (2) l\u2019introduction de technologies propres. Organisation \u00e0 but non lucratif fond\u00e9e en 2006dont la mission est de fournir un standard de qualit\u00e9 aux projets carbones permettant de quantifier et v\u00e9rifier les r\u00e9ductions de gaz \u00e0 effet de serre afin de les mettre sur le march\u00e9 volontaire du carbone. \u00a0VCS a \u00e9t\u00e9 \u00e9lu en avril 2012, par ses pairs, comme le meilleur standard du march\u00e9 volontaire.<\/span><\/p>

Verified Carbon Unit (VCU)<\/span><\/h2>

Titre financier associ\u00e9 \u00e0 une r\u00e9duction de GES, \u00e9ligible selon \u00a0un projet carbone dument valid\u00e9, qui a \u00e9t\u00e9 v\u00e9rifi\u00e9 par une tierce partie (VVB) reconnue et qui devient alors un titre financier VCU \u00a0correspondant \u00e0 une tonne d\u2019\u00e9quivalent de CO2 (dioxyde de carbone) sur les march\u00e9s du carbone.<\/span><\/p>
