Concretely, GHG reductions achieved by a State signatory to the Paris Agreement could be bought by another. Under the federal approach to carbon pricing, all direct proceeds from carbon pricing are returned to the province or territory of origin.<\/p>\n<p>The majority of the direct proceeds from the federal fuel levy in Alberta, Manitoba, Ontario and Saskatchewan are returned to individuals and families in the form of Climate Action Incentive payments. Individuals can claim this payment on their 2019 income tax and benefit return. Ces titres n\u2019ont pas n\u00e9cessairement la m\u00eame valeur unitaire qui sera d\u00e9pendante, entre autres, du standard utilis\u00e9, de la nature ainsi que de l\u2019origine des projets carbone.\u00a0<\/span><\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Audit de r\u00e9f\u00e9rencement (Audit ex ante)<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Proc\u00e9dure permettant d\u2019identifier et de confirmer le sc\u00e9nario de base (de r\u00e9f\u00e9rence) des \u00e9missions de GES associ\u00e9es \u00e0 un \u00e9tablissement et qui seront \u00e9ligibles dans un projet carbone.\u00a0<span style=\"line-height: 1.538em;\">L\u2019identification du sc\u00e9nario de base (de r\u00e9f\u00e9rence) des \u00e9missions de GES \u00e9ligibles permettra de mesurer annuellement les efforts de r\u00e9duction de gaz \u00e0 effet de serre.<\/span><\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Bourse de carbone<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">March\u00e9 organis\u00e9, d\u00e9fini et support\u00e9 par des r\u00e9glementations pr\u00e9cises de n\u00e9gociation et d\u2019\u00e9change de droits d\u2019\u00e9mission de gaz \u00e0 effet de serre.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Carbone neutre<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Concept de compensation des \u00e9missions carbones d\u2019un \u00e9tablissement via le financement d\u2019actions b\u00e9n\u00e9fiques pour l\u2019environnement, tel que l\u2019achat de cr\u00e9dits de carbone ou de VCU sur le march\u00e9 volontaire.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Communaut\u00e9<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Communaut\u00e9 constitu\u00e9e d\u2019une mosa\u00efque d\u2019intervenants partageant tous le m\u00eame objectif d\u2019agir sur les enjeux des changements climatiques par l\u2019utilisation de m\u00e9canismes de march\u00e9.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"line-height: 1.538em; font-size: large;\">Communaut\u00e9 Durable<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Solution d\u2019affaires bas\u00e9e sur la m\u00e9thodologie VM0018 de VCS qui cible les petits \u00e9metteurs finaux (entreprises, municipalit\u00e9s et organismes) partageant un seul et m\u00eame territoire et les regroupe dans une communaut\u00e9 de carbone dite r\u00e9gionale ou \u00abcluster\u00bb.<span style=\"line-height: 1.538em;\">La solution \u0153uvre dans les domaines de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique, du d\u00e9tournement des mati\u00e8res r\u00e9siduelles des sites d\u2019enfouissement et de l\u2019optimisation du transport.<\/span><\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Cr\u00e9dits de carbone<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Un cr\u00e9dit de carbone (compensatoire sous le march\u00e9 r\u00e9glement\u00e9, ou volontaire pour le march\u00e9 volontaire) repr\u00e9sente une quantit\u00e9 d\u2019\u00e9mission de GES, exprim\u00e9e en tonne de CO2 \u00e9quivalent (t CO2e), non \u00e9mise ou soustraite de l\u2019atmosph\u00e8re. Cette quantit\u00e9 d\u2019\u00e9mission de GES a \u00e9t\u00e9 r\u00e9duite de fa\u00e7on permanente et irr\u00e9versible \u00e0 la suite d\u2019un projet mis en place volontairement par une personne, un organisme ou une entreprise au-del\u00e0 des pratiques courantes. Un cr\u00e9dit de carbone peut \u00eatre achet\u00e9 et utilis\u00e9 pour compenser les \u00e9missions de GES d\u2019une autre personne, d\u2019un organisme ou encore d\u2019une entreprise.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Double comptabilit\u00e9<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Lorsque deux entit\u00e9s diff\u00e9rentes rendent compte des m\u00eames \u00e9missions dans leurs inventaires respectifs, on \u00a0peut penser qu\u2019un tel traitement comptable des \u00e9missions de GES pourrait entra\u00eener une double \u00a0comptabilisation. Toutefois, l'\u00e9ventualit\u00e9 d'un double comptage d\u00e9pend de la rigueur de la d\u00e9claration des \u00a0\u00e9missions directes et indirectes. Selon l'usage que l'on se propose de faire de l\u2019information d\u00e9clar\u00e9e, il est \u00a0possible qu'un double comptage soit ou non important.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Droits d'\u00e9mission (allowance)<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Un droit d\u2019\u00e9mission est un terme g\u00e9n\u00e9rique repr\u00e9sentant soit une unit\u00e9 d\u2019\u00e9mission, soit un cr\u00e9dit compensatoire ou un cr\u00e9dit pour r\u00e9duction h\u00e2tive (CRH) et qui est d\u00e9fini par r\u00e9glementation dans un march\u00e9 r\u00e9glement\u00e9 par un \u00c9tat. Au Qu\u00e9bec, c\u2019est le syst\u00e8me de plafonnement et d\u2019\u00e9change de droits d\u2019\u00e9mission de gaz \u00e0 effet de serre (SPEDES).\u00a0L\u2019unit\u00e9 d\u2019\u00e9mission repr\u00e9sente l\u2019autorisation d\u2019\u00e9mettre une tonne de GES. Le nombre d\u2019unit\u00e9s d\u2019\u00e9mission de GES est limit\u00e9.\u00a0La somme totale pour l\u2019ensemble des \u00e9metteurs vis\u00e9s par le syst\u00e8me de plafonnement et d\u2019\u00e9change de droits d\u2019\u00e9mission de GES \u00e9quivaut aux plafonds annuels d\u2019unit\u00e9s d\u2019\u00e9missions de GES publi\u00e9s par le gouvernement.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Grands \u00e9metteurs finaux (GEF)<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\">Sites\/installations produisant annuellement 25 000 tonnes et plus de gaz \u00e0 effet de serre. Au Qu\u00e9bec, selon la r\u00e9glementation de d\u00e9cembre 2011, il y aurait environ 75 \u00e9tablissements de cette nature. Au Canada, les grands \u00e9metteurs finaux sont principalement concentr\u00e9s dans les secteurs miniers et manufacturiers \u00e0 forte consommation d'\u00e9nergie, ainsi que les secteurs du gaz et du p\u00e9trole et les centrales thermiques.<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">Intelligence de march\u00e9<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium; line-height: 1.5em;\">Offre d'expertise et de connaissances des m\u00e9canismes m\u00e9thodologiques, \u00e9conomiques et financier en place dans les diff\u00e9rents march\u00e9s du carbone, r\u00e9glement\u00e9s et volontaires r\u00e9pondant au besoin des d\u00e9cideurs et mettant en lumi\u00e8re la dynamique du march\u00e9 du carbone.\u00a0<\/span><\/p><h2 style=\"text-align: justify;\"><span style=\"font-size: large;\">March\u00e9 r\u00e9glement\u00e9\u00a0<\/span><\/h2><p style=\"text-align: justify;\"><span style=\"font-size: medium;\"><span style=\"line-height: 1.5em;\">\u00c9tabilssements qui \u00e9mettent annuellement une quantit\u00e9 de GES sup\u00e9rieure \u00e0 la quantit\u00e9 d\u00e9finie par juridiction, habituellement 25 000 tm CO2e, tombent sous un march\u00e9 r\u00e9glement\u00e9. C'est notamment le cas du Qu\u00e9bec o\u00f9 ils doivent respecter une r\u00e9glementation pr\u00e9cise de divulgation (reporting) et de conformit\u00e9.
