This market is made up of more than 99 % of buildings in the Industrial, Commercial and Institutional sectors. \u00a0Since January 1st 2013, the regulated market is governed by the \u00ab Syst\u00e8me de plafonnement et d\u2019\u00e9change de droits d\u2019\u00e9mission de gaz \u00e0 effet de serre du Qu\u00e9bec (SPEDE) \u00bb and targets large final emitters (LFE) emitting more than 25 000 tons of GHG yearly. \u00a0Their contribution represents about 25 % of all of Quebec\u2019s GHG emissions.\u00a0<\/span><\/p>\n<p><span style=\"font-family: helvetica; font-size: medium;\">This regulated market (SPEDE) will be deployed in two phases:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: medium; line-height: 1.5em; font-family: helvetica;\">Phase I, from 2013 to 2015, during which about 75 direct participants will be governed by the SPEDE.\u00a0<\/span><\/li>\n<li><span style=\"font-family: helvetica; font-size: medium;\">As soon as phase II begins, in January 2015, 50 more participants will be added (importers and distributors of fossil energy govern by article 2.2 of the SPEDE) for a total of 125 direct participants governed by SPEDE. \u00a0\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: medium; line-height: 1.0em; font-family: helvetica;\">After phase II, about 85 % of Quebec\u2019s GHG emissions will be governed by the SPEDE. \u00a0The participants governed by the SPEDE will have the obligation of reaching yearly GHG emission thresholds (ceilings) to respect.\u00a0<\/span><\/p>\n<p><span style=\"font-family: helvetica; font-size: medium;\">The impact of the deployment of the second phase of the SPEDE on Quebec\u2019s economy is not yet known. Some distributors and importers of fossil energy have already indicated that they will transfer their SPEDE participating costs to their customers.
