In its February Report (page 20), the Commission judges that in the absence of new draconian measures to reduce GHG emissions, Quebec’s legal objective will not be reached. GHG emissions resulting from the energy sector alone represent 75% of Quebec’s total emissions and are increasing. At best, the Commission estimates a reduction of its GHG emissions of 15% by 2025. It recommends to postpone the application of the SPEDE until other signatories join the initiative, particularly Ontario.  In its October Paper, Will indicated (page 2) that the legal target of 20% is an ambitious objective.
